Mock Beef Stew Casserole

1 lb lean ground beef
1 teaspoon salt
1 tablespoon butter or margarine
1/4 teaspoon pepper
6 medium potatoes sliced
1 can tomato soup
6 carrots sliced
1/2 can cold water
2 small onions sliced

Brown ground beef in butter* then drain off fat. Mix in remaining ingredients and place in a 2 quart casserole dish at 350 degrees for about 1 1/2 hours or until vegetables are done.

*If you don’t like butter then use a spray like PAM.
